Abstinence as HIV/Aids Prevention?

Isn’t it surprising that, when asked which is the best way to curb HIV/Aids, the majority of respondents in African cities say “Abstinence?”

One would have thought faithfulness or using condoms would be the preferred means, the more so when the sample includes people with partners (married or living together). Or should we conclude that respondents from Madagascar, Somali, Angola, Ethiopia, and Tanzania are more honest? In these countries, sticking to one partner is considered the best way to prevent HIV/Aids infection.
